Russian Federation pet travel regulations. How to enter Russian Federation with a dog or a cat

To visit Russia with a pet, you must first familiarize yourself with the veterinary and sanitary requirements for the import of pets into the EAEU, approved by the decision of the Customs Union Commission No. 317.

Mandatory conditions for crossing the border with a pet (cat or dog) are:


• Preliminary quarantine of animals by the competent authority of the country of export. (It is allowed to enter without quarantine when importing no more than 2 animals and providing an international veterinary passport);

• Availability of an international veterinary passport with a note from the competent authority of the country of export that the pet was examined within 14 days before departure. In the absence of a pet passport, the owner of the animal must provide a veterinary certificate filled out in form No. 15 by an authorized veterinarian (Sample: http://www.eurasiancommission.org/ru/act/texnreg/depsanmer/vetsanmeri/Documents/15%20%d0%ba%d0%be%d1%88%d0%ba%d0%b8%20%d1%81%d0%be%d0%b1%d0%b0%d0%ba%d0%b8.pdf);

• Vaccination against rabies, the details of which must be indicated in the veterinary passport. Vaccination must be carried out at least 20 days before departure to Russia, if it has not been done within the last year;

• Vaccination against other dangerous viruses:

a) dogs – against canine distemper, hepatitis, parvovirus and adenovirus infections, leptospirosis;

b) cats – against panleukopenia.


If you need to transport from 3 to 5 pets (dogs or cats), and also if the animals enter Russia without an owner, you must obtain an import permit from the Rosselkhoznadzor in form No. 1 (https://fsvps.gov.ru/ru/ehksport-import/vet-trebovaniya/2022)

Don’t forget that each airline also imposes its own requirements for transporting pets, so check the rules of your carrier company before travelling.
